it may caused by your fingerprint software like TFPU toshiba's fingerprint Utility or similar software. Login through windows Hello could cause this error.

If you are able to start your machine in safe mode (pressing F8 after you turn on your computer), you do not need to enter BIOS or create bootable pendrive to boot from. Go to step 5. in this case.
Logonui Exe Application Error
If you hit F8 button but the computer is booting in normal way until it stops at the logonui.exe application error, then you should try to access the BIOS to change the boot order to boot from a windows 10 repair disk DVD or pendrive. Ask someone to create it for you on his / her computer or do it by yourself as follows.
Note: you need a bootable pendrive with Windows 10 installed. You can create a USB disk with Windows 10 using Microsoft's MEDIA CREATION TOOL (MCT). It is a free application you can download it here There you will find both 32-bit and 64-bit Windows 10 image disks also but MCT will download and create this media repair disk for you, you do not need to download any Win10 disk image.
(You need this to boot from a recovery media to repair your machine.)
If you cannot access BIOS try the following steps.
- First FORCE SHUTDOWN your computer when you see the logonui.exe Application error dialog box. To do this press the POWER button on your laptop or PC machine for about 5-8 seconds until it turns off.
- Now turn on your computer and try to access the BIOS pressing immediately one of the following buttons ESC, F1, F2, F10 or F12 buttons. It depends on your BIOS which button you have to press.
- If you are able to access the BIOS find and change the boot order option.
- Set it to boot from USB DISK or USB HDD or similar. (this will be the bootable pendrive)
- Boot from pendrive and choose Troubleshoot
- Choose Advanced Options
- Choose Start-up Repair or Automatic Repair
Windows will automatically repair any problems it finds and hopefully after that you can restart your computer and boot in a normal way.
There is another solution is to find and repair problems on your HDD using the checkdisk CHKDSK command from command prompt.
If you can use the HDD recovery repair options Troubleshoot >Advanced options and choose command prompt and go to step 5.
If you are unable to start a repair disk or you do not have a pendrive there is another solution. Take out the HDD, insert it in an external USB HDD housing attached to another Windows computer and follow to following steps.
- Remove the HDD from your laptop or PC computer. (Remove any cable attached to your laptop, on the bottom of your machine unscrew the HDD bay's screw and pull out the HDD. )
- Insert the HDD in an external USB HDD case. You can find this hardware case on the following names: External SATA HDD Case Box, HDD Hard Drive External Enclosure for PC or Laptop. Buy or borrow from someone costs under 10$
- Connect your Windows 10 HDD Hard Drive External Enclosure to a working Windows machine running Windows 7, 8 or Windows 10 os.
- Open a cmd command prompt with administrator privileges. See below how to run cmd as administrator.
- Type in the command prompt the following windows command: C:Windowssystem32>chkdsk G: /offlinescanandfix
Please note: type only chkdsk G: /offlinescanandfix and check what is your USB connected HDD volume drive letter. In this case it is 'G:' Windows will give a drive letter automatically when you connect your USB drive. Check the drive letter in File explorer. - After you hit Enter the chkdsk command will run immediately. There will be 3 stages that this command will automatically do on your USB connected HDD. It will take from a few minutes to up to 20minutes depending on your HDD size, state, number of filesystem error etc.

To run command promptas administrator follow these steps
- Click Start
- In the search box type in cmd or command
- Right-click on 'Command Prompt' in the search results list
- Click 'Run as administrator' from the popup menu
If your user is not an administrator a dialog box will be shown prompting for the administrator password.
In the command prompt you will see similar information like below. Wait until the chkdsk command finished
